Georgia's move to criminalize unlicensed contractors from using protected titles is the right play, but it only works if the state actually enforces it. The real problem isn't the law itself—it's that most consumers won't know the difference between a licensed plumber and some guy with a truck and a website until the job goes sideways. For shops playing by the rules and carrying licenses, bonding, and insurance, this creates legitimate competitive cover, assuming PHCC and the state follow through on enforcement. Without teeth and advertising-platform accountability, it's mostly theater.
